What is COPASST?

It is the Joint Committee on Safety and Health at Work that constitutes an important means to promote Occupational Health at all levels of the institution, seek agreements with the directives and managers of the Occupational Safety and Health Program based on the achievement of specific goals and objectives, disseminate and support healthy practices and motivate the acquisition of safe habits.

Resolution 2013 of 1986 resolves that all companies and public or private institutions that have 10 or more workers at their service are obliged to form a Joint Committee on Safety and Health at Work (COPASST). Article 35 of Decree 1295 of 1994 establishes for companies with less than 10 workers, the obligation to appoint a Health and Safety Watch at Work.

It must be made up of the same number of representatives from the administration and the same number of representatives from the workers. The employer must appoint their representatives and the workers will elect theirs by free vote.

The term of office of the members of the Committee is 2 years, after which they may be re-elected. You must meet at least once a month the COPASST representatives at the institution and during working hours, keeping a file of the meeting minutes.

Objectives of COPASST

  • Ensure compliance with the SG-SST implemented in the institution.
  • Generate a culture of self-care and continuous improvement in the quality of life of each of the employees of CES University
  • Carry out promotional, prevention, training and training activities for managers, committee members and employees in general.
  • Generate strategies that allow the effective dissemination and circulation of lessons learned aimed at self-improvement.
  • Actively participate in the investigation of accidents and work incidents, safety inspections and emergency plans that allow the identification of risk, supported by effective and assertive communication.
  • Be spokespersons for the concerns of workers regarding Safety and Health at Work -SST

COPASST functions

According to the Colombian Legislation; to article 11 of Resolution 2013 of 1986 and Decree 1072 of 2015, some functions of this committee are:

  • Propose the adoption of measures and the development of activities that seek and maintain health in workplaces and environments.
  • Periodically visit workplaces and inspect activities carried out by staff.
  • Study and consider the suggestions of workers in matters of medicine, hygiene and safety and health at work.
  • Propose and participate in training activities on Safety and Health at Work.
  • Collaborate in the analysis of the causes of accidents at work and occupational diseases and propose to the employer the corrective measures that may be necessary to prevent their occurrence.

New functions defined in Decree 1072 of 2015:

  • Receive communication from senior management on the occupational health and safety policy.
  • Receive information from the employer on the development of all stages of the Occupational Health Safety Management System (SG-SST).
  • Give recommendations for the improvement of the SG-SST.
  • Participate in the training carried out by the Occupational Risk Manager.
  • Review of the Occupational Health and Safety training program.
  • Receive the results of the work environment evaluations and issue recommendations.
  • Support the adoption of prevention and control measures derived from change management.
  • Participate in the planning of audits.
